Status of Compliance with Requirements

Due to the following non-conformities and exceptions, this website is partially compliant with Conformity Level AA of the “Web Content Accessibility Guidelines – WCAG 2.1” and with the applicable European Standard EN 301 549 V3.2.1 (2021-03) in accordance with Directive (EU) 2016/2102 of the European Parliament and of the Council.

Content that is not accessible

The content listed below is not accessible for the following reasons:

a. Incompatibility with accessibility regulations

  • Lower Color Contrast: Due to CI guidelines, certain elements do not have sufficient color contrast.
  • Keyboard Navigation & Focus Indicator: Not all elements can be fully controlled using the keyboard, or they lack an adequate focus indicator.
  • ALT Text: Some images have no alternative text or have alternative text that is not descriptive.
  • HTML & Semantics: Some landmark elements are missing, which makes it harder for screen reader users to navigate.
  • Compatibility with screen readers: Due to the occasional absence or incorrect use of `aria-label` attributes and “Skip to Content” links, the site is not fully optimized for screen reader use.

b. Disproportionate burden

  • Animated content: Not all content can be paused. (e.g., the photo slider)
  • PDF Documents: Older PDF documents were created before the accessibility guidelines took effect and are therefore not accessible.

We strive to make future documents and videos accessible. For existing content, we offer accessible alternatives upon request.

c. The content does not fall within the scope of the applicable laws​​​​

  • Archived Content: Older PDF files and multimedia content published before June 28, 2025, are not accessible.
  • External content and embedded third-party services: Third-party content is not accessible.

This mobile application is largely compliant with the requirements of Conformity Level AA of the “Web Content Accessibility Guidelines (WCAG) 2.1.”

Known Restrictions and Areas That Are Not Fully Accessible

Despite our best efforts, there are currently still some accessibility limitations on the xamoom platform, which we are working to resolve:

  • Multimedia without subtitles or transcripts: Video and audio content is only accessible if it is formatted appropriately. Currently, the system does not require subtitles for videos or transcripts for audio. So, for example, if there is an embedded YouTube video without subtitles, deaf users cannot fully understand the content. If no alternative text is provided, these media remain inaccessible to certain user groups.
  • Map View: The graphical map is not directly accessible to screen reader users. The map pins on the visual map do not have labels that are read aloud (users must instead use the list). Users with visual impairments cannot use the map to the same extent as sighted users without assistance. However, the core information (POI names, descriptions, navigation) is available via the alternative list and detail pages, so while this represents a limitation, it can be circumvented using workarounds.
  • Scan Feature (QR/NFC Scanner): The app includes a built-in scanner for capturing QR codes, NFC tags, and various other codes using the camera. This feature is difficult for blind users to operate, as locating and centering a code in the camera view is nearly impossible without visual feedback.
  • Unlabeled Controls (Under Revision): In earlier versions of the app, a small number of UI elements were identified as lacking sufficient accessibility labels. These issues have been largely resolved in the latest releases, as developers have added descriptive text (e.g., “Play/Pause,” “Next Tip,” etc.).
  • Custom Design: Custom color schemes and configurations may result in insufficient contrast ratios. The platform provides relevant guidance and testing options, but there is no automated enforcement of color contrast requirements.
  • External Content and Documents: The xamoom platform allows you to integrate your own content or external web services (for example, using a link block, you can display an external website within the app, or link PDF documents as e-books).

Enforcement Proceedings

If you are not satisfied with the responses received through the contact option listed above, you may file a complaint with the Complaints Office of the Austrian Research Promotion Agency (FFG). The FFG accepts complaints electronically via theComplaints Office’s contact form.

The FFG reviews the complaints to determine whether they relate to violations of the provisions of the Web Accessibility Act—in particular, failures to comply with accessibility requirements—by the federal government or an institution under its jurisdiction.

If the complaint is justified, the FFG must issue recommendations for action to the federal government or the relevant legal entities and propose measures designed to remedy the existing deficiencies.
